Brown meat in West Bend slow cooker pot (or skillet) on top of range unit over medium heat. Remove any excess grease. Transfer cooking pot to heating base using hot pads or transfer skillet-browned meat into slow cooking pot.
Add all remaining ingredients, stirring well to blend. Cover and cook at Setting 3 (low) for 6-8 hours or at setting 5 (high) for 3 to 4 hours. Reduce heat to setting 2 (low) for serving.
Serve on buns or over hot dogs for chili dogs.
