Heat oil in large nonstick skillet over medium-high heat until shimmering. Add beef, 1/2 tsp salt, and 1/4 tsp pepper and cook until beef is no longer pink, about 5 mins. Add garlic and cook until fragrant, about 30 seconds.
Stir in tomatoes, water, macaroni, and banana peppers. Cover and cook, stirring often, until macaroni begins to soften, about 7 mins. Reduce heat to medium-low and simmer, covered, until macaroni is al dente, about 7 mins.
Stir in 1/2 cup cheese and basil. Season with salt & pepper. Sprinkle with remaining cheese, cover, and cook until cheese is melted, about 1 min. Serve.
