Combine water and butter in saucepan. When butter is melted, add flour, salt and baking powder all at once. Stir constantly unti it leaves sides of pan and forms a ball that does not separate. Don't cook too long.
Remove from heat and cool slightly. Add eggs, one at a time, beating well after each until mixture is smooth. Drop on greased baking sheet.
Bake 15 minutes at 400 and then 30 minutes at 300. Then turn off oven for 30 minutes. Open oven door and let puffs cool inside oven.
