Bring pot of slightly salted water to a boil. Add potatoes and cook until tender but still firm, about 15 min. Drain and return to pan.
Heat oil in skillet and cook ground turkey with onion, pepper and garlic until evenly browned. Stir in broth, ketchup, soy sauce and worchestershire sauce. Bring to a boil and cook until thickening. Once thickened stir in peas and carrots. Heat through.
Preheat oven to broiler setting. Add milk and butter to cooked potatoes and whip until creamy. Layer meat mixture, potatoes and then top with shredded cheese.
Place under broiler for 3-5 min, or until cheese is melted and specked wit brown.
Makes one 9x13 pan or two 8x8 pans.
