Preheat oven to 350 degrees. Grease 9x13 baking dish.

CRUST- Combine all ingredients for crust. Blend well and divide in
half. One for crust, one for crumbly topping. Press bottom half in
prepared 9x13 baking dish and bake 10 minutes.

|
FILLING- Combine carmel and flour. Sprinkle chocolate chips over
warm crust. Drizzle carmel and flour mixture over chocolate chips
and cover with remaining crumbly topping.

|
|
Bake 20 minutes or until golden. Cool completely before cutting.
Store in refrigerator.
