Sift flour, baking powder, salt, and sugar together. Cut butter with a fork until fine. Blend in well beaten egg with milk. This should all be mixed by hand.
Add vanilla and beat just enough to mix well. Spread half of this on bottom of an 8 inch square pan. May grease lightly.
In separate bowl, combine cinnamon and nut mixture ingredients. Spread half of this mixture over cake batter. Spread remaining batter over cinnamon mixture. Top with reamaining cinnamon mixture. Bake at 375 for 40 minutes.
