Combine first 3 ingredients in top of a double boiler; bring water to a boil. Reduce heat to low; cook, stirring occasionally, until Caramels melt. Remove from heat.
Combine Eggs, Sugar, Vanilla, and Salt in a medium sized mixing bowl; beat well. Gradually add caramel mixture, stirring well. Stir in Pecans. Pour into pastry shell. Bake at 350 degrees for 45 minutes.
