Heat oven to 200 degrees, for 10 minutes. Turn off oven.
Grease muffin tin.
Whisk 1 1/4 C flour, sugar, salt, and yeast in large bowl. Whisk in water, butter, and egg until very smooth, about 2 minutes. Add remaining flour, mix until just combined. Place in bowl, cover with plastic wrap. Place in warm oven. Let double, about 30 minutes.
Remove batter. Heat oven to 375 degrees. Punch dough down. Using a no. 16 scoop, portion evenly into muffin tins, make 12 or 6 muffins. Cover with plastic wrap sprayed with Pam. Let rise at room temperature until batter reaches rim of muffin cup, about 15 minutes. Remove plastic wrap, bake until rolls are golden,14-18 minutes. Remove from pan, place on rack.
