Preheat oven to 350°F. In a medium bowl, combine coffee and
water. Add cake mix, sugar, butter, eggs, and vanilla to the coffee
mixture; beat until smooth.
Stir in 2 cups chocolate chips. Spoon the batter into a greased
9x13 inch baking pan. Bake 40-45 minutes, or until edges begin to
pull away from the pan. Cool completely in pan. Cut into 1x2 inch
bars.
Place remaining 1 c chocolate chips in disposable pastry bag.
Microwave on medium power at 30 second intervals until chips are
completely melted. Cut the end of the bag to make a small hole.
Drizzle chocolate over bars. Allow chocolate to harden.
