Put water, celery, bullion, onion and chicken in pot. Simmer for 30 minutes or until chicken is done. Remove chicken- add rice and seasoning packet to broth. Simmer until rice is tender - 25 minutes.
Debone chicken, dice and return to soup. Add milk, when rice it tender - mix cornstarch and water add to soup to thicken.

I like chopped carrots added when the rice goes in. Good flavor, texture and color.
