Stir together flour, nutmeg, baking soda and salt; set aside. In large bowl of mixer, cream together butter and sugar until fluffy. Beat in eggs one at a time. Stir in flour mixture, raisins and walnuts until well blended.
Drop by rounded teaspoonfuls, 2 inches apart on ungreased cookie sheets. Bake at 375 degrees for 8 to 10 minutes until browned and semifirm to touch. Remove to racks to cool.
