In a large saucepan, cook onion in margarine until tender. Stir in flour and pepper until well-blended.

Add milk all at once. Cook, stirring constantly, until thickened, about 1 min. Add cheese and stir until melted. Remove from heat.

In a medium saucepan, dissolve bouillon cubes in water. Add bay leaf. Bring to boil; add broccoli. Cook broccoli as directed on package; do not drain.

|
Add broccoli and cooking liquid to cheese mixture; stir until well blended. Remove bay leaf.
