Mix pretzels, melted butter and 3 tbsp sugar together and put into bottom of 9 x 13 pan. Bake at 400 degrees. Cool.
Mix well - cream cheese, 1 cup sugar and fold in cool whip. Spread over cooled pretzel mixture.
Mix jello and 2 cups boiling water. Add frozen strawberries and stir until dissolved. Sit in fridge for 10 minutes. Pour over cream cheese mixture. Keep in fridge until ready to serve.
