Put the diced onions and celery in a 3-qt pot with olive oil,bay leaves and cumin. Saute for 15 minutes over medium heat. add the garlic, condensed soup(don't add water) chicken broth, bell pepper and rice. Bring to a boil,cover,reduce to a simmer and cook for 15 minutes or until the rice is dnoe. Uncover and add the shrimp, stir thoroughly and cook until shrimp are finished, about 3 minutes. Remove the bay leaves before serving.
