Heat oven to 350 degrees. Grease 9x13 baking pan. stir together cocoa and baking soda in large bowl. Stir in half the margarine. Add boiling water and stir until it thickens.
Stir in sugar, eggs, and remaining margarine. Stir until smooth. Add flour, vanilla, and salt. Stir until blended. Stir in chocolate chips. Pour into prepared pan.
Bake 35-40 minutes, or until brownies begin to pull away from sides of pan. Cool completely.
Prepare Creamy Cocoa Frosting. Frost brownies. Garnish with additional chips if desired.
